You will receive all these great photos and negatives as pictured
There are 3 11" x 17" prints, 4 large format negatives (the 3 prints & one unprinted), and 4 35mm negative strips (each one contains the original of the 4 large formats), and some writen materials including a receipt from a studio copying the negs and making prints.
What appears to have happened is that the original photographer must have worked on the arch.  He sent the pics to the museum in the bottom of the arch, and they chose four pics they wanted to use.  This envelope is the negatives that were sent back to the original owner after the museum had prints made.  That's my best guess.
